ويستهدف “قانون قيصر”، بالإضافة إلى الحكومة السورية، جميع الأفراد والشركات الذين يقدمون التمويل أو المساعدة لسوريا، كما يستهدف عدداً من الصناعات السورية، بما في ذلك تلك المتعلقة بالبنية التحتية والصيانة العسكرية وإنتاج الطاقة.
